SAM Contacts Oman on Al-Mahwit Teachers and Detainee Exchange

    SAM Organization for Rights and Liberties has addressed a formal letter to the Omani Minister of Foreign Affairs, Badr bin Hamad Al-Busaidi, drawing attention to serious humanitarian and legal concerns regarding the possible execution of three civilian detainees held by the Houthi group in Sana’a. These developments come at a particularly sensitive moment in the detainee exchange process under the “all-for-all” agreement.

    In its correspondence, SAM reported receiving credible information indicating that security authorities summoned the detainees from facilities operated by the Security and Intelligence services and forced them to sign documents acknowledging receipt of death sentences. Such actions raise grave concerns about compliance with fair trial guarantees, due process standards, and the potential instrumentalization of judicial proceedings for purposes unrelated to justice.

    The detainees concerned are Saghir Ahmed Saleh Fari’, Abdulaziz Ahmed Ahmed Saad Al-Aqeeli, and Ismail Mohammed Abu Al-Ghaith Abdullah. SAM stressed that their fate is now tied to rapidly evolving developments that require urgent, responsible, and humanitarian intervention.

    The organization emphasized that the “all-for-all” detainee exchange agreement constitutes a vital humanitarian framework, warning that any unilateral steps at this stage—particularly the enforcement of death sentences—would severely undermine the humanitarian track, erode confidence-building efforts, and jeopardize progress in the detainee file.

    SAM further underscored the obligation to uphold the fundamental rights of detainees and their families, including access to communication, family visits, adequate medical care, and guarantees of physical and psychological safety. The organization reaffirmed that the right to life is an absolute legal and humanitarian obligation that cannot be compromised under any circumstances.

    In closing, SAM expressed its appreciation for the constructive humanitarian and diplomatic role played by the Sultanate of Oman in recent years in supporting humanitarian pathways in Yemen, and conveyed its hope that Oman’s continued engagement will help contain these developments and preserve the humanitarian character of the detainee issue.
