    Geneva – SAM organization for Rights and Liberties has issued its monthly report highlighting the alarming deterioration in the human rights situation in Yemen throughout April 2025. The report documents multiple forms of serious violations targeting civilians amid a continuous surge in violence and an almost complete absence of legal accountability.

    The report confirms that the violations observed include arbitrary arrests, torture, direct targeting of children and women, the use of civilians as human shields, restrictions on public freedoms, and attacks on journalists and activists. It also highlights severe constraints on humanitarian operations and worsening living conditions due to reduced food aid.

    SAM noted that various actors are responsible for these violations, primarily the Houthi group, in addition to other parties such as the Southern Transitional Council and external forces. This reflects the complexity and interconnectedness of the conflict and the deepening human rights crisis in the country.

    The organization pointed out that the documented incitement campaigns, regionally and discriminatorily motivated decisions, and crackdowns on public freedoms pose a serious threat to the social fabric and undermine prospects for national reconciliation.

    In this context, SAM emphasized the dangers of the ongoing security vacuum, illustrated by repeated incidents of sniper attacks and landmine explosions—many of which target children and innocent civilians—as well as airstrikes carried out by drones or foreign forces that have resulted in dozens of civilian casualties.

    In the conclusion of its report, SAM affirmed that the human rights landscape in Yemen continues to witness ongoing setbacks, with a marked increase in the scale and severity of violations, particularly those affecting the most vulnerable groups in society. The organization warned that the persistence of these abuses, in the absence of legal deterrence and accountability, is a grave indicator of the erosion of the rule of law and a major obstacle to any genuine efforts toward peace and stability.

    SAM called for urgent and effective action from the international community to ensure the protection of civilians, conduct independent investigations into documented violations, hold perpetrators accountable, and support the transitional justice process as a fundamental pillar for achieving comprehensive and lasting peace in Yemen.
